I would not doubt it especially in the US.
It may depend whether the driver is an employee or a contractor.
A contractor could have the lee way to drive you and you could compensate him by giving him a good tip. This would get around the gypsy cab aspect.
It is his car in most cases around here.
Do you know any pizza drivers?
