Yes those were undercover police at the Montebello Summit:

Funny how "Drop the rock" became an instigation to through it.
Translation problems?
However who then told him to pick up the rock?

Riiight, dude new exactly what he meant because in the video I saw, he made a slight move to drop it but then held on after a slight side glance (meaning the police part of his brain kicked in that said "don't blow your cover". Plus he probably saw the riot-geared cop edging towards him on his right so he knew he'd be taken care of and didn't need to comply.)
I am completely sickened by this entire thing! Never in my wildest dreams did I think our police force, sworn to protect, would instigate violence so they can shut down a legal protest and make the protesters look bad in public opinion. All the while knowing full well that the situation can go very wrong, very quickly resulting in injury and death!
Mother of God, were I a Quebecer, I'd be raising a fuss the likes of which they'd never seen (lawsuits, petitions, whatever I could do). This deserves a public inquiry/Royal Commission.
