Follow up on the inappropriate attire:

In this photo you can see a possible problem, the skirt is very short and if she was not wearing the shirt pulled down to the skirt she would showing a lot of skin and maybe some thong. Still I cannot believe the male flight attendant made a fuss.

The young woman does not look indecently exposed in the picture, but as soon as she lifts her arms, bends, or sits down she will be pulling a Brittney Spears.

And yeah, I can see there being a possible problem with that skirt if she were sitting.
My two cents...
HOWEVER.
Was the flight attendant speaking for the airline? Was he basing his remarks on a pre-existing dress code of which he and other attendants, as well as passengers, were aware? If he was not, then he was in the wrong for speaking out of turn on something for which he wasn't the subject matter expert. And if another passenger DID complain (to the flight attendant because they weren't socially brave enough to confront this young woman in her personal wardrobe choice), then if there was no dress code, there was no basis for acting on that complaint.
Frankly, I can't stand when someone else's standards of public morality somehow become the ruler by which someone else who does not ascribe to those standards is judged. Do I want to see this stuff? Not really. But I can also A. not look, B. make a sarcastic comment, C. practice the art of ignoring unwanted sensory stimulation.
