The US financial sector seems to love exploiting loopholes without any regard as to the long term consequences as long as they get their commissions. The savings and loan collapse being the other one that comes to mind. Which also happened under the Repbulicans' watch and at the other time the US national debt was run up. The sector wants to have its cake and to eat too.
